It depends on your definition, there are several definitions for it. In my opinion: SEO: Relates to everything you do to optimize your site itself, from using XHTML, to content rich text, to friendly URLs... SEM: Everything you do to enhance your website from outside: Link building campaigns, putting ads on other websites, submitting to directories... Basically, SEO/SEM are the same thing, it's two terms sharing the same goal: Driving traffic to your website.
